In the public sector, there are many types of contracts. Most contracts are individual suppliers and, therefore, the procurement process excludes everyone but one. However, there are many framework agreements for buyers who work with a number of suppliers. From a supplier`s point of view, assigning a place on an executive is a sign to others that your company is an important player in the sector. Those who are best on executives are those who are constantly finding new ways to increase the necessary service. These companies, in turn, have the best chance of obtaining contracts when they are revoked. A framework agreement is required for a number of consulting services. A paper from the Official Journal of the European Communities is published and candidates for the framework will be selected on the basis of financial and economic capacity and technical capacity, including balance sheet and skills. Offers are then evaluated on the “economically most advantageous” basis, including quality systems and royalty rates. This is simply due to the size of the contracts and the increase in the number of places. It`s simple: framework agreements allow buyers to spend money wisely. They can encourage competition, as framework agreements in the area of public procurement encourage the participation of private sector firms of all sizes and levels of experience. They can encourage new suppliers to participate and allow buyers to see a larger section of the marketplace and do business. Don`t get confused, a framework contract is not a contract.
At the end of the contracting process, the winning bidder agrees to take over the supplies, works or services requested by the Authority. At the end of the process of purchasing a framework agreement, successful suppliers earn a place in the framework agreement with no guarantee of future work.
